Office of the Police Chief Scientific Adviser – National Police Chiefs’ Council
Carolyn serves as the Head of Research for the Office of the Police Chief Scientific Adviser (OPCSA), where she plays a pivotal role in supporting the Police CSA in delivering the National Police Chiefs’ Council’s Science and Technology Strategy. Her work focuses on connecting scientific and technological expertise across the UK and internationally to ensure policing remains at the forefront of innovation and best practice.
In her role, Carolyn is instrumental in developing a robust science system within policing—one that understands, commissions, and applies science and technology effectively. She works collaboratively with academia and key stakeholders to influence research funding, foster strategic collaborations, and align scientific priorities from foundational research to practical implementation at local, regional, and national levels. Additionally, she supports the professional workforce that enables science and technology across the policing landscape.
Carolyn began her policing career with Hampshire Constabulary in 1995. With academic foundations in Forensic Science and Forensic Archaeology, and a Doctorate in Criminal Justice focused on sexual offence investigations, she has held numerous operational and leadership roles in Crime Scene Investigation. Her contributions continue to shape both scientific and operational forensic practices in the UK and internationally.
Beyond her policing work, Carolyn is a Teaching Fellow at the University of Portsmouth, where she shares her expertise with the next generation of forensic and criminal justice professionals.
